Ms. Brothe is a conniving and deceitful woman that works behind the scenes in Donna's settlement. A bureaucratic nightmare, Ms. Brothe is a dangerous political woman that fully supports GOV. Although she reports and effectively kills Donna's parents, the fall of GOV led her to go to the only source that would ensure her survival - Donna. Donna being the only one she knew who was capable of reading, Ms. Brothe used her ability to gather a team of women that would survive on their own out in the wilderness.
